Most exchanges require that you surf fifty or so pages before your account is active.
While you are surfing, just keep track of how many times you see the same ads for whatever you are promoting.
If you see the same thing more than once in fifty pages, you probably won't have much luck on that exchange with that program.
You can either create a new splash page that gives some different benefits than the original, to use on your current exchanges, or you can Google "Traffic Exchanges" and find some new surf exchanges to try out.
